Ability to create IPS in Fabric

Fabric should allow advisors to create IPS for their clients.

Currently, IPSes are not systematically created and need to be created outside of Fabric and pulled in. Fabric is used for monitoring the IPS but Fabric could be used to write and sign the IPS with clients.

Additionally, IPSes are not standardized throughout firms.
