Set a tax budget

A lot of clients come in with legacy stock positions that have a lot of unrealized gains and are not in the firm's desired strategy. 

It would be helpful to insert a tac budget, for example my client does not want to pay over X amount in taxes, how close can I get into the firm's strategy without breaching that for the year.
